Canada’s healthcare system is facing increasing pressure from long surgical wait times, workforce shortages, and rising costs — challenges further intensified by an aging population. Value-based healthcare (VBHC) offers a promising path forward by shifting the focus toward improving patient outcomes while optimizing the use of resources. Successfully adopting this approach requires more than intent — it depends on strong data capabilities and deliberate change management.

This QI Power Hour session examines how integrated data solutions can support the transition to value-based healthcare by linking patient-reported indicators, quality indicators, and total care pathway costs. It also explores the importance of standardized, transparent outcome reporting to enable informed decision-making and continuous improvement across clinical and operational teams.

In this session, we:

Speakers

Caroline Beck is a Project Director with the Ministry of Health where she leads the Improving Value in Health Care (IVHC) Project — a system-wide initiative to enable insights into patient care delivery, variations in care, and outcomes to support improvement. She brings a strong background in quality improvement, previously serving as Director of the Ministry’s Continuous Improvement Office.

Ani Galstyan is the Executive Associate to the Deputy President and Chief Executive Officer at the CIUSS West-Central Montreal. She holds a PhD in Physical Sciences from Laval University in Quebec City, a Lean Six Sigma Black Belt from McGill University, and a Value-Based Healthcare Black Belt from the Decision Institute in the Netherlands.

Galstyan has served as a consultant in various domains including finance, data analytics, quality improvement, and outcome measurement. Now, as a leader, she oversees the organization-wide implementation of high-value healthcare. She supports clinical teams in designing and delivering care that improves patient outcomes while reducing costs.
